That's right, but it can't say where it goes. Mr Dacre's point about there only being one big story on some of the newspapers' front page may be dealt with by the argument that if the story was the one story on the front page, there is an argument that if it's appropriate -- and one has to expect everybody's going to exercise power responsibly -- then they should be able to direct the same. But I recognise that lack of due prominence can give rise to another complaint.
