I think if they have a genuine opinion to give about anything along those lines, or, indeed, fact, they can always put it in the next day's paper. These things are not usually a matter of hot news, are they? And to lose a day's publication would cost them money at several different levels, and it would make them look very obviously guilty for their transgressions, so it had two effects, as far as I was concerned: it would, A, punish them financially, and B, it would draw the public's attention to the fact that they had transgressed badly.
