But the PCC process at the moment under the present constitution is a voluntary one, if you like, and some newspapers, if an individual is making a complaint and they are pursuing legal action at the same time, newspapers will tell the PCC, "Well, this individual is suing us through the courts and we're going to respond to that action and not to the PCC" --
