One of the people who gave evidence, JK Rowling, a very successful authoress, but who wishes not to be in the public limelight. She says she writes books. She doesn't want her family photographed. She doesn't want to be doorstepped. She doesn't want any of this.

When you come to describe "serious or substantial harm", it might be argued: well, what is the harm? People are very interested in her because of her success.
