We know -- and you touch on this on the last page of your statement, so I take it out of sequence from the way you dealt with but I think it's relevant to the chronology -- that there was dysfunction in the management board at the time, certainly between 2006 and 2008. People were briefing against Sir Ian Blair, but you say:
