The first thing I think I would say is that I have to be clear that I think, as I've said, the extent, the number, the nature of these contacts was, in my judgment, clearly inappropriate and not just in one or two disputed cases. I think that's a judgment I just have to place on the record.

In respect of the lessons to be learned, I'm sure there are important lessons to be learned. Indeed, already and, in my experience, for the first time within government, the Cabinet Office, Cabinet Secretary and head of the Home Civil Service have issued guidance to departments on quasi-judicial procedures, which includes covering the behaviour and conduct of special advisers, if they're involved in such decisions, the need for guidance for them, the need for them to record external contacts --
