Can I ask you, though, about paragraph 79. You say:

"Although the government agreed that the PCC had shown itself to be an ineffective regulator of the press, it stated from the outset that it was extremely reluctant, on grounds of principle, to go down the statutory tribunal route without further reflection."

Now, what were the grounds of principle which were bearing on this issue?
