In paragraph 85, you tell us the government drew two conclusions from the process of consultation. This, I think, would have been in the summer of 1993. First, it did not believe that there was a sufficient public consensus on which to base statutory intervention. Secondly, it strongly preferred the principle of self-regulation. But it was that principle which Calcutt had told us hadn't worked, wasn't it?
