The Secretary of State also makes it clear that he'd been engaged in detailed discussions with Lord Wakeham on this issue. This was just after, I think, Lord Wakeham had been appointed chair of the PCC. We can see in the middle of the page, the paragraph:

"John [that's Wakeham, not you] is very conscious of the need to persuade the public that self-regulation has teeth."

Possibly a somewhat forlorn aspiration as well, wasn't it?
