Because you explain that the PCC's letter was also sent directly to Mr Gallagher at the Daily Telegraph by email that day. You explain that this resulted shortly afterwards in an e-mail from Mr Gallagher, enquiring whether the letter related specifically to them or was just a general warning. You then rang him and explained that Mr and Mrs Bowles specifically objected to the publication of the Helena photograph. We have now identified, I think, that it is unlikely that the Daily Telegraph did in fact publish the Helena photograph.
