The method that we're suggesting draws on the Ofcom share of references approach. Now, that obviously begs the question: what is on that list? And you could have a list which is based on a size threshold, on existing measures of audience, audience rankings. There are a number of data sources available of the most visited websites, for example.

So just in practical terms, I would say those most visited online sources and aggregators, search engines, which we know are the most used and most visited should be included on that list and that would prompt people to provide the data in the survey.
